Canada's top civil servant lashes out at AG Phoenix report

Canada's top public servant came out swinging yesterday, attacking the federal auditor-general's report into the Phoenix Pay debacle.

Privy council clerk Michael Wernick challenged Michael Ferguson's assertion that the pay system was an incomprehensible failure, saying its entirely comprehensible and that it was avoidable, repairable and provides lessons on how to build a better public service.

He also challenged Ferguson's view that problems with Phoenix are the result of a pervasive culture problem in the federal civil service, saying that section of the report was an opinion piece.
